State legislators have a unique opportunity to offer health care coverage to hundreds of thousands of low-income residents in Illinois. Pending legislation (Senate Bill 26) would authorize the state to broaden Medicaid eligibility under the Affordable Care Act (ACA) — with the federal government picking up nearly all of the costs. Beginning in 2014, most low-income, non-elderly adults without dependent children would become eligible for Medicaid. The federal government would provide full funding for them in 2014-2016, and its share would be at least 90 percent in all subsequent years.
