Passing the Buck: FY 2011 State Budget Threatens Key Programs for Children and Families

In January 2009, Illinois was facing a $12 billion General Funds (GF) budget deficit for FY 2009 and FY 2010 combined.1 In mid-July, the General Assembly enacted a budget for FY 2010 that relied on federal fiscal assistance under the American Recovery and Reinvestment Act (ARRA), authorized borrowing to cover state pension contributions, and provided lump-sum appropriations for most state agencies and additional lump sums to be allocated by the Governor.
