Searching for a Responsible State Budget: An Analysis of House Resolution 706

The Illinois House of Representatives has approved a resolution (HR 706) that sets a framework for spending priorities in the FY 2013 General Funds budget.1 Some provisions of HR 706 represent constructive steps in the right direction—for example, setting aside resources to reduce the backlog of outstanding Medicaid liabilities and other unpaid bills. The budget resolution is nonetheless flawed, especially in allocating pre-determined shares of available revenue to various appropriations committees.
