Illinois is in the midst of one of the worst fiscal crises in state history, a consequence of both economic recession and structural problems in Illinois’ fiscal system. In building the fiscal year 2003 budget, legislators filled an almost $2 billion budget hole with a combination of cuts and revenue measures.
